This must be Roger Waters' "Radio K.A.O.S." album. A pretty
interesting concept album but my least favorite of his three solo albums.
"Pros and Cons of Hitchhiking" is my favorite. That album describes a man's
dreams (and nightmares), creating a bizzare, dark atmosphere. Great stuff,
though it took me a while to get into it.
I'm not sure which Pink Floyd album you're referring to. The Wall
has a voice at the beginning and end of the album (along with the same music)
which creates a full circle (in a similar manner to James Joyce's "Finnegans
Wake" -- an author who Kevin Moore enjoys (ie. DT content! ;-)).

I guess that must be when Fish yells "Reign O'vr Me" (though it
sounds like "Rain on me" to me. :-) He definitely sings it in a similar
way to how Roger Daltrey sings it though (Quadraphenia had the song "Reign
O've Me").
